The player may visit any area of the city and do whatever he wants if he is not in the middle of a mission .Grand Theft Auto: Vice City is a third-person action video game developed by Rockstar North and distributed by Rockstar Games. It is the second 3D game in the Grand Theft Auto Saga.

Vice City is inspired by American culture of the 1980's. This city is based in Miami and set in 1986, the story revolves around a mafia member called Tommy Vercetti, who has just come out from prison. Throughout the plot, Tommy gradually gets contacts, does business and takes power from other criminal gangs in Vice City, to build a criminal empire in this city.

Throughout the map, there are also several objects such as concealed weapons, hidden objects and unique jumps.

The player can steal vehicles, boats, motorcycles and even helicopters; shoot from the vehicle, steal and generate any kind of chaos. However, this kind of behaviour will attract the police attention (in extreme cases the FBI and the army). The police has helicopters and disguised police units. A new improvement on its predecessor is the ability to buy property spread over Vice City.
Like the whole saga, its high content of violence, coarse language, and sex discrimination, made it catalogued only for seniors and received the qualification M (Mature) by the ESRB and 18+ by PEGI.
